At the Tokyo Olympics, Russian athletes are competing as neutrals. The Russian flag and the Russian anthem are not allowed. It’s supposed to be a punishment for Russian state-sponsored doping. But it’s not having the desired effect in Russia. The World’s Sarah Birnbaum reports.
