Amsterdam’s weed cafes are legal but the cannabis they serve is not

Amsterdam’s famous hash cafes illustrate a quandary. The cafes are legal but the weed served in them is not. It comes from the black market because weed is illegal across the EU. The Netherlands and Germany are trying to challenge the EU law by phasing in legalized cannabis. Marco Werman speaks with Tom Blickman, an expert on international drug control policy at the Transnational Institute, a research and advocacy group in the Netherlands.
