It’s been 10 years since a massive tsunami devastated Japan and caused a nuclear power plant in Fukushima to melt down. It was a traumatic event, one that left the Japanese public — and the world — wanting guarantees: That this would never happen again. But can Japan make that promise? Some of Japan’s most prominent earthquake experts say not exactly. The World’s Patrick Winn reports.
