A big uptick in undocumented immigrants has overwhelmed officials in many US cities. But business leaders in Topeka, Kansas, find themselves in a very different situation. They’re reaching out to legal immigrants, paying a select few up to $15,000 to move to Topeka. Bob Ross of the Greater Topeka Partnership describes the program to The World’s Marco Werman.
