As Afghanistan enters winter with an economy on life support, the World Bank is putting the final touches on a proposal to free up some $500 million from a frozen Afghanistan aid fund to funnel through humanitarian agencies on the ground. But the plan remains complicated because of US sanctions, and it leaves out tens of thousands of public-sector workers.
