Ministers from Egypt, Ethiopia, and Sudan are in Washington to finalize an agreement about a controversial $4 billion dam project. The Grand Ethiopian Renaissance Dam has become a point of pride for Ethiopians, but has caused a rift with their downstream neighbors, Egypt and Sudan.
