Odessa Clay, 30, of Grantsboro in Pamlico County has been charged with one count of tattooing a person under age 18.
Police have charged a North Carolina woman for tattooing a minor after she allegedly gave her 11-year-old daughter a heart-shaped tattoo near her shoulder, reports CBS News.
Odessa Clay, 30, was arrested last month after authorities found out she tattooed the girl using her own tools. Clay is shown in her mugshot sporting many tattoos herself.
Clay told TV station WCTI that she numbed her daughters arm and only inked the outline of the tattoo and did not fill in the heart.
"She asked me to do it," Clay said.
In North Carolina it is illegal to tattoo anyone under age 18 even with permission from a parent.
Clay is due in court next month.
