DRC, Rwanda and M23 rebel group agree to a ceasefire

Qatar brokered talks between the government of Democratic Republic of Congo and the M23 rebel group, which is backed by Rwanda, to agree to common terms for a dialogue. One of the first notable conditions is a ceasefire. Sonia Rolley, a reporter for Reuters who spent years working in DRC, explains how the talks nearly failed from the beginning, and how Qatar and the US got involved to help nudge all sides toward a lasting truce.
