Brazil considers lifting electronic cigarette regulations

Brazil is known for its successful anti-tobacco policies and low smoking rate. But it’s now considering lifting a ban on e-cigarettes. Proponents argue that the devices might help wean people off of smoking, but Theo Ruprecht reports from São Paulo that, even though they are illegal, e-cigarettes are disproportionately being used by young people smoking for the first time.
