Fighting between Israel and Hamas continues. Do the laws of war mean anything?

The civilian death toll in the Gaza Strip is rapidly climbing. Today, Israeli airstrikes on the Jabalia Refugee Camp in Gaza City killed at least 100 people, according to the Hamas-run Ministry of Health. Israel says it’s in Gaza to root out Hamas fighters from underground tunnels. The World’s Marco Werman spoke with Robert Goldman, professor of law at American University, about the international laws of warfare in this conflict.
