When an upscale shopping mall opened in a suburb of Buffalo, New York, the mall operators refused to let the city bus line from the predominately African American ghetto have a stop on mall grounds, even though other buses were permitted. Cynthia Wiggins, a black teenage girl, was killed on her way to a job at the mall after she got off the bus and attempted to cross a seven lane highway from the bus stop.
