England and Wales have a backlog of 78,000 criminal cases awaiting trial by jury. That backlog is expected to continue growing if left unchecked. To clear that backlog, Justice Secretary David Lammy has proposed reforms to jury trials in which many crimes would be tried and ruled upon by a judge or tribunal, with no jury to make the final verdict.
