The World’s Carolyn Beeler spoke to Oliver Stuenkel, a political analyst at the Getulio Vargas Foundation, a Brazilian university. He’s currently a visiting scholar at the Harvard Kennedy School and joins the show from Cambridge, Massachusetts.
