Across Latin America, there were swift condemnations for Russia’s full-scale invasion of Ukraine a year ago. But when it comes to helping the Ukrainians with military hardware, those same Latin American governments are mostly unwilling to do so. Washington even offered to replace any military hardware for Ukraine with more modern US weaponry. What’s behind the reluctance of Latin American countries to help Ukraine with weapons?
