For years, US foreign policy on Venezuela has been tough, with another country subject to, as the Trump administration described it, “maximum pressure.” Following rumors of secret negotiations, the US announced this week it had agreed with Venezuela on a prisoner exchange. The trade consists of one of President Nicolás Maduro’s allies held by the US for 10 Americans, including the notorious fugitive “Fat Leonard.” The World’s host Marco Werman talks with Geoff Ramsey, a senior fellow at the Atlantic Council who focuses on foreign policy and Latin America, about who was in the swap and what the trade means for relations between the US and Venezuela.
