Trapped in the Russian Arctic

The coal-mining city of Vorkuta grew out of one of Stalin’s largest, most infamous Gulags that saw a bloody, failed uprising in 1953. Located 90 miles north of the Arctic circle, it is connected to the rest of the country only by train or a rare flight. It’s now known as the fastest-shrinking city in Russia. Residents who worked for 15 years in the deleterious Arctic climate are eligible for state money to relocate to more southerly regions, but only 200 of the 14,000 people on the priority list were resettled in 2019, about the same as previous years.
