Turkey is struggling to get international support for a plan to resettle 2 million Syrian refugees in a strip of land along the Turkey-Syria border. But Turkish President Recep Tayyip Erdoğan’s repeated calls for the Syrians to leave, as well as a looming deadline for residency permits, has refugees facing stark choices.
