Texas’ 7th congressional district in western Houston has been controlled by Republicans since the 1960’s. But this year, the race, in one of the wealthiest districts in Texas, is a dead heat. One of the issues there is Houston’s ongoing recovery from Hurricane Harvey and future threats from climate change. The World’s Jason Margolis reports.
