When Tropical Storm Hilary made landfall in Baja, California, last weekend, it had people in Tijuana, Mexico, worried about infrastructure. With nearly 2.3 million residents, it’s Mexico’s second-largest city. But Tijuana has failed to keep up with that growth over decades. KPBS reporter Gustavo Solis reports.
