The use of tear gas on protesters and asylum seekers has become common practice, as exemplified in the Hong Kong protests. Tear gas is illegal in war, so is it ethical to use on civilians? Marco Werman speaks to Jamil Dakwar, the director of the ACLU Human Rights Program and an expert on the use of tear gas, about the issue.
