Iran has had to work around decades of sanctions and restrictions to get its oil to market. One way the country does this is by illicitly contracting with oil tankers that sail under other countries’ flags. Now Russia, facing similar barriers to getting its oil to market, is using Iran’s so-called “ghost fleet” tactics. The World’s host Marco Werman talks with Brian O’Toole, a former senior official at the Office of Foreign Assets Control, which manages sanctions for the US Treasury, about how this oil smuggling network operates and the West’s efforts to crack down on it.
