On Tuesday, Russia’s State Duma gave preliminary approval to a bill revoking the ratification of the Comprehensive Nuclear Test Ban Treaty. Two more votes are required to make it final and both are this week. Maro Werman speaks with Jeffrey Lewis, professor of nonproliferation at the Middlebury Institute of International Studies in Monterrey, to discuss what the impact would be if Moscow does not ratify the treaty.
