The Russian military is changing its strategy in Ukraine. Its troops are retreating from Kyiv and other northern cities, and regrouping in eastern Ukraine. Moscow has also appointed a new top commander, Gen. Alexander Dvornikov, to lead the war effort. Host Marco Werman speaks with J.D. Williams, a senior defense policy researcher at RAND Corporation, about what this means for Russia’s war in Ukraine.
