Tens of thousands of Texans are seeking to fix home damage due to burst pipes after the catastrophic winter storm. As a result, plumbers and construction workers are in high demand. In Houston, 40% to 50% of these workers are foreign-born, making them essential to the recovery. Houston Public Radio’s Elizabeth Trovall’s reports on the demand for this workforce, how many have experienced disproportionate impacts from disasters (and the pandemic) and what has been done in the past to recognize critical workers post-disaster.
