Last winter, Canadian truckers brought Ottawa to a standstill. Now, a parliamentary inquiry is underway. Anita Elash reports that the key question is whether Prime Minister Justin Trudeau was justified in using the Emergencies Act for the first time in more than 30 years. Many witnesses are saying it wasn’t needed — that the real problem was police and government officials who didn’t take the blockade seriously until it was completely out of hand.
