European leaders in Brussels are expected to agree to a price cap on Russian oil this week in an attempt to moderate profits going to Moscow to fuel its war while keeping global oil prices in check. The World’s Carolyn Beeler explains the move that’s paired with an embargo on Russian crude oil shipped to Europe set to take effect on Dec. 5.
