This fall, people in Venice sloshed through deep water, trying to go about their normal lives while the city of canals dealt with an increasingly frequent problem: flooding. A flood control system called MOSE once promised to solve Venice’s waterlogged condition. But it’s been delayed for years, mired in corruption.
