Every day, the federal government detains more and more people. Holding those detainees has become big business for private companies and some local governments. But there’s increasing pushback. Cities in California and Oregon have successfully kept ICE from using their local facilities. Communities are being divided by the issue, including one small city in Rhode Island. The World’s Rupa Shenoy takes us there.
