British minister to the public: If you see someone shoplifting, stop them

Earlier this week, Britain’s policing minister caused a ruckus when he urged shoppers to make a citizen’s arrest if they observe someone stealing. Police can’t be everywhere, Chris Philip said. Shop thefts have more than doubled in the past three years, costing retailers more than $1 billion a year, according to the British Retail Consortium.
