Russian troops to withdraw from Kherson city

In a major shift in the war in Ukraine today, Sergei Surovikin, the Russian general in charge of Russia’s war effort in Ukraine, briefed Russia’s defense minister by recommending that Moscow shift its defenses to the east bank of the Dnipro River. That means that Russia is withdrawing its troops from the key southern Ukrainian city of Kherson. The World's host Marco Werman speaks with Wall Street Journal reporter Matthew Luxmoore.
