The latest edition of “The Official Highway Code” is out and it is topping Britain’s best sellers’ list, with 19,000 copies sold a single week. Yes, it’s required reading, if you drive a car. But Economist correspondent Catherine Nixey argues that because each new edition chronicles a changing country, cultural critics should also study its pages.
