This past week, Rohingya camps in Bangladesh suffered yet another major blaze. It was the fourth one since the new year began. As The World's Patrick Winn reports, the problem is that hundreds of thousands of Rohingya refugees are living in unsafe, temporary shelters, and politics is a big obstacle to solving the problem.
