Why are Germans so vaccine-hesitant?

Germany is edging closer to mandatory vaccines for the coronavirus with lawmakers set to vote on the issue before the end of the year. The country has one of the lowest vaccination rates in Western Europe. Just 68% of Germans have received the vaccine compared with over 80% of people in Spain and Portugal. The World’s Europe correspondent Orla Barry reports.
