New York City might soon allow noncitizens to vote locally

A handful of US cities currently allow noncitizens to vote in local elections. It's not a new practice. The country has a history of doing it. New York City could be the biggest though— allowing close to a million people without citizenship to vote in municipal elections — if City Council approves it in December.
