Canadian groups seek to bridge gap between communities and police on hate crimes

In Canada, as in the US, what’s legally considered a hate crime doesn’t always correspond to the views of victims and their communities. Canadian police typically can’t press hate crime charges, frustrating communities. As The World’s Rupa Shenoy reports, volunteer groups have tried to address the problem by documenting hate incidents online.
